For an organisation to be eligible to receive support under the LoCASE project, they must fit several criteria.

The organisation must fit the definition of a small and medium enterprise. This is any organisation that meets the following criteria:

Can be defined as an enterprise. The organisation must be engaged in the sale of goods or services. This will exclude some organisations like certain charities if they do not sell anything.

  • Under 250 employees. Apprentices or students on vocational training contracts and employees on parental or maternity leave do not count. Full-time, part-time, seasonal and temporary staff count, as do partners engaged in activity and benefitting financially. Any staff who are not full-time are counted as a fraction of a unit e.g. two staff working half the hours of a full time member of staff count as one unit.
  • Annual turnover under €50M (~£39M). Defined as the income an enterprise received during the last financial year from sales of goods and services. Turnover shouldn’t include VAT or any other indirect taxes.


  • Annual balance sheet under €43M (~£33M). This is the value of the company’s assets as of the end of the last financial year.
  • If the organisation is owned more than 25% by or owns more than 25% in another enterprise, they must meet the above criteria.

This is a somewhat simplified definition. If there is any uncertainty or confusion, LoCASE project staff should be contacted.

 The organisation must not be part of the following sectors:

  • Fishery and aquaculture
  • Primary production, processing and marketing of agricultural products
  • Coal, steel and shipbuilding sectors
  • Synthetic fibres sector
  • Establishments providing generalised (school age) education
  • Banking and insurance companies, including insurance brokers who act as intermediaries and ‘sell’ insurance policies to businesses or individuals.

The organisation must not have received more than €200,000 (~£156,000) of state aid in the last three years 


Minimum and maximum spend

The minimum figure you can claim back under this scheme is £1000, so your spend with Zanshuri would need to be at least £2,500 in a single purchase. Also, the maximum which can be paid out is £10,000 so in order to receive this figure your spend with Zanshuri must be at least £25,000 in a single purchase. You are welcome to spend more of course, though the maximum figure you can claim from LoCase is capped at £10,000.

Please note, the grant paid out is calculated on the basis of ‘net expenditure’ and is exclusive of VAT. Therefore in order to qualify for a refund of £1000, the client would need to purchase equipment amounting to £2500 + VAT.
